It seems to be a regression since LO 5.1.3. Height of lines 9 ff. is now line height of first line, but should be 0,59 cm (see screenshot 1, file "Test.ods" and screenshot 2, file "Test.xls").

Repro. The height for row 1 seems to match, but others are smaller in Excel (compared the windows side by side). You say no longer. Do you mean this worked in an older version? Issue is visible starting with line 9. Excel rows are smaller by default because Excel does not support inset margins. Rows 9 ff. are as large as first row now. Correct behavior is same height as rows 2 to 8. Issue exists since LO 5.1.3. Exporting with LO 5.1.2 behaved correctly.
Thorsten, what's your OS? I can not repro on windows with Version: 5.2.0.0.alpha1+. I see only small difference of height as Buovjaga confirmed. Thank you
OS is OS X 10.11.5. Do you checked with Excel 97 - 2003 file format (.xls)? Issue does not exist with Excel 2007 - 2013 XML file format (.xlsx), but there are other issues causing the need of Excel 97 - 2003 file format.
I see the same in 4.1.5.3 as in a recent daily (with the difference that in 4153 the frame on top is displayed broken)
Yep, I messed up with the file format. I tested xlsx first. Now with xls I repro the height from 9 onwards is big. The problem is seen in LibreOffice as well (opening the xls).
