I converted a Draw file to PDF, but Libreoffice Viewer can not open this PDF file.

Do you just want to view the file in LibreOffice Android Viewer or do you also expect to edit it? I generally find it reasonable to use an app specialized as a PDF viewer to view PDF files, also to limit the size of the APK file. Is that OK in your eyes (i.e. install a PDF viewer app to view PDF files instead of using LibreOffice for this)?
