Steps:
1) Open Impress
2) Change slide layout to 'Title, Content'
3) Draw a shape that covers the center of the content textbox
4) Notice that 4 button insert control for the content textbox appears above the drawn shape

Still repro, but what should happen instead? Should the control's z-index be lower than the shape? Should the control vanish completely?

If you type into the box, the control vanishes. It comes back, if you remove the text.

If you use the control to add a table, chart etc. the text box is replaced by the new object and thus the control never comes back.

Let's tweak the z-order and stack this widget after the empty text box. New objects should be on top then.
