I'm on WinXP 32bit using LibO 4.2.5.2 too and I've never seen such a crazy UI... looks like a crazy flipper... which is your graphic card model? did you try to reset user profile? https://wiki.documentfoundation.org/UserProfile is the flashing UI limited to Calc or does it affect other components? is there any particular action or file that triggers the issue?
I noticed the same problem, both on linux and on windows xp sp3. On ubuntu, it's 100% reproducible: 1. Open one calc window /writer window; 2. Resize the window by dragging the top-right corner of the window manager (you should have to un-maxmize the window first). The icons will flash for around 10 seconds and then stops flashing.
I can't say that I've noticed it on Linux. I do not have the problem with any other applications, only LibreOffice, and I have only noticed it in Calc. I can't say what causes it - it seems to appear intermittently when I am working. It seldom stops - I have to close the application, and sometimes reboot Windows. It does not seem to be triggered by any particular file, or action, that I have noticed. It sometimes precedes a LibreOffice crash.
