Description:
Change row height indicator appears in a merged cell after selecting text

Steps to Reproduce:
1. open the attached file
2. Double click say 'World'
3. Move the mouse over.. resize row indicator appears including tooltip

Actual Results:
resize row indicator appears including tooltip

Expected Results:
Not so, merged cell


Reproducible: Always
