This is a display problem really, 5.4 shows this file on 3 pages while 7.2 shows the 5.4-saved file on 4 pages as well.

The docx version of the example file in 5.4 and 7.2
repro 7.4+ reducing importance since this is moving from ODT -> DOCX and is worried about pixel perfect sizing. (The document is formatted a bit strangely because it contains explicit page breaks and yet the content fills the entire page.)
