Got a document where the main sections are numbered properly (1,2,3,...) but subsections lack the numbering completely (1.1, 1.2,...).

There is also one small issue with page numbering which shows inverted 4 instead of the pagenumber, but it is mostly cosmetic :)

Hi Tomáš,

I'm temped to call this a corrupt document.
Level 1 outline is created with Heading 1 style, that is linked to outline numbering (Tools > Outline numbering)
But the pars that I see as level 2, in the screen shot, are Heading 1 too.

Now this is asking for problems ??

Anyway, LibreOffice 3.6.6 to mention one, is action the opposite way: level one is not numbered, and level 2 is.

What do you think?

Well, tried frw other docs from the same source and it does the same. Maybe it is some often used quirk in some word versions?

Otherwise I agree that the document is badly created, you can't expect anything other from government funded stuff. 

Also it seems googledoc interprets it correctly.
