Writer doesn't respond to scrolling using your finger on a Windows tablet platform.  The type of scrolling I am referring is such that it scrolls when you move a single finger vertically with any Android, Apple, or Windows tablet device on a web browser or any other application.  I am using Windows 8.1 on a Samsung tablet.  On the same tablet, MS Office Word does properly respond to this as do all web browsers.  In LibreOffice Writer it repositions the cursor the same way the mouse does.

That’s correct, touch support is currently only implemented in Linux + GTK 3.
