The Program cannot be started

I have repaired the installation twice and uninstalled and reinstalled once, this keeps occurring on windows 8.1 

all of the libre programs will stop loading and generate a Fatal error for opening specified filetype

System Type:               x64-based PC
Processor(s):              1 Processor(s) Installed.
                           [01]: AMD64 Family 22 Model 0 Stepping 1 AuthenticAMD
 ~1500 Mhz

Total Physical Memory:     7,613 MB
Available Physical Memory: 5,472 MB

most recent windows updates are KB3079904, KB3065988, KB3053863. since the issue has started again 

repairing resolves the issue but it reoccurs.
