The Manage Changes dialog does not correctly track changes to direct formatting (although bug 91838 suggests some formatting is tracked) nor to Style changes of paragraphs, characters, frames, pages, or lists.

Rather, it only reacts to textual changes in a document.

For tracking changes to be more useful, Manage changes at a minimum needs to follow paragraph and character style changes. Then perhaps any direct formatting within paragraphs. And finally all implemented styles that can end up in ODF.

I'm assuming this is a limitation of the current track changes implementation in ODF, which is currently being revamped.

Currently the character style is tracked but not paragraph. The implementation wouldn't change workflow or visualization, so removing needsUX keyword.

Tracking direct formatting changes to the assigned paragraph style was handled in LO 7.3 with commit c364532e6b06391a0584f58142c2366d28c803dd

The definitely solves dupicate bug 58725. 
I think duplicate bug 128030 is probably NOTABUG. It deals with a page style - and even MS Word doesn't include changes to the actual styles themselves in track changes (I checked paragraph style).

This is a meta kind of bug report, and now there are so many specific bug reports that I don't see the need to keep this one around. The two big concerns mentioned here are fixed, so I'll mark the whole bug as fixed.

If someone wants LO to do something "unique" and include changes-in-styles as part of track changes, that should be created as a new document, and clearly stated that it is NOT interested in direct formatting applying styles - only changes in the styles themselves.
