Condition:

1/ The global system locale is set to: "English - Great Britain".
2/ In LibreOffice, under Tools > Options > Languages:
2.1/ The entries for "User interface" and "Locale setting" under the heading "Language of" are both set to "Default - English (UK)".
2.2/ The entry for "Western" under the heading "Default languages for documents" is set to "Default - English (UK)", and the entry for "Asian" is set to "Default - Chinese (simplified)". The option "For the current document only" is not ticked.
2.3/ Under the heading "Enhanced language support", the option "Ignore system input language" is not ticked.

Issue:

Nothing in these settings suggests any connections with the USA.

Yet, any new document has the deviant and uniquely-US page format "Letter", rather than ISO standard A4.

Any page format changes to A4 made in the "Default" page style through "Format" > "Styles and Formatting" > "Page Styles" icon > "Default Style" > "Modify..." do not stick between documents. This even applies to new documents opened when the same instance of LibreOffice is running.

This behaviour is clearly inconsistent and wrong.

Also, because the user is not alerted to this behaviour, it leads to many misformatted documents.

This is not a major bug - major implies data loss, crashes etc... at worst this slows down work a bit which is a minor bug. But I'm trying to find someone with a non US locale to see if they can confirm

So I just did everything that you suggested and I get A4 by default. 

The only thing I can think is that your global system locale is not correctly set to English - UK or your libreoffice profile is screwed up somehow. So here are two links:

Marking as WFM as I followed the instructions to a t on Ubuntu 13.10 using LibreOffice 4.1.3.2 and 4.2 RC1. 

If both of those fail I suggest emailing the user list and seeing if anyone has any other suggestions.
