One might like to have one toolbar docked to the right in addition to one docked to the left on the same line for visual separation of two unrelated toolbars.
One would dock a toolbar to the right by dragging its handle to the right border of the window or the left end of a right-aligned toolbar, just like panes are docked.

Sounds like an ean enhancement request.

I have some difficulties to understand what the wish might be. Are we talking about horizontal or vertical toolbars?

Can you please attach screenshots with comments or a sketch of something else to demonstrate your needs?

Sorry for the bad initial description.
Basically, the idea is to add an option to right-align toolbars.
It'd be also great if you could set the Z-order for a toolbar. For example, in the first attached mockup, the right-aligned toolbar is in front of the left-aligned one -- all its commands show up, whereas a portion of the left-aligned toolbar's commands are hidden.
