On pc debian x86-64, master and 3.5 branch (both updated today), I reproduced the problem.
LO considers files like csv files and so displays the import csv dialog window.

Sonds like a DUP of "46233 - Some xls files with html content is opened incorrectly"

@reporter:
I believe lots of html tags are shown ?

Please feel free to reopen this bug if you find out that the problem still exists with a LibreOffice Master version and if you can contribute requested additional information due to <http://wiki.documentfoundation.org/BugReport> (especially BugReport Details)!
