All of the comment boxes that are shown on open in Excel are basically vertical rectangles stacked neatly horizontally across the first sheet.

But when you open in LibO, the comments are all over, some are blank, one appears like it's in a cell with a one-char width and overflows vertically for numerous screen lengths, another comment points to two points while another comments points to none, etc.

I can confirm this bug. This is most annoying, it makes LibreOffice practically useless for opening nontrivial Excel files that most of the time have comments somewhere. Please fix as soon as possible!

reproduced in 3.3.4 and 3.5.3 on Fedora 64 bit
file looks strange, the same in both versions, but different from screenshot.
But may be document corrupted? How to validate it?

Is this bug still valid / reproducible with the latest LO release?  Currently 4.2.0.4: http://www.libreoffice.org/download/

Should this be still reproducible for you with the latest LO release please set this bug back to NEW. Should this issue be solved set it to WORKSFORME.

Setting to NEEDINFO until more detail is provided.

Also the initial link (which seems to have contained a test file) is no longer valid.

So to work on this we need a test file first.
