Description:
I try to convert data from a .txt file into a ods file. No matter what manual conversion I apply, it is not possible to receive reasonable results. E.g. I try to summarize cells O22-O38 into P38. Result is always 0. This happens to other cells as well. I want to format column K into a date format. Error is FMT. I try to replace '.' with ','. Still no results. I tried to delete a leading ' which shows up in the cells. Not possible so it is obviously not there. 
Column I contains cost of a singel item, e.g. 5.19. In some fields the . (or , if I use that) is not recognized and a useless number appears (e.g. 1395 instead of 1.395)

Steps to Reproduce:
1.load .txt file
2. try to convert data in column O to numbers 
3. summarize in a free field
4. try to change date format
5. try to get correct data in column I 

Actual Results:
see desricption

Expected Results:
correct data transformation and data recognition

You need to make sure that you import the textual data correctly. This means, that in the import dialog, you need to set up the source data locale, separators, column types correctly. But even after you imported incorrectly, you have options to fix the problem. See the FAQ: https://wiki.documentfoundation.org/Faq/Calc/How_to_convert_number_text_to_numeric_data

This is not a bug.
