On pc Debian x86-64 with master sources updated today + gen rendering, I don't reproduce this. BTW, with a brand new LO profile, there's no more tip of the day but rather a new Welcome message with Previous/Next which allow to display 4 different information.
In both of the reported versions of my test, both installed LibreOffice in a clean folder. I will do the necessary installations, if I am able, and try, but at the moment there is no Win@39 that matches the builds that show the problem.
