Description:
Once a new text document is loaded and menu item `Form' is clicked, the interface doesn't indicate anything to show user is now in "Design Mode" at all!

Steps to Reproduce:
1. Start Writer with a new text document
2. Click `Form' from the menu => User now in `Design mode'


Actual Results:
Controls under the `Form' menu can now be used though the interface does not show any change in mode.

Expected Results:
That the user interface would change in some way to indicate the change in mode.

There is no need to click `Form' from the menu - the new document is *created* in the design mode. Thus, nothing should change when you click there.
