The loss of window size settings and window location are also lost when I press "ctrl+r" or "ctrl+n" after switching to another software.

Can you be more specific about what settings you change? Do you mean a making a non-default toolbar visible? Which toolbar? And changing the size of the window? There are existing reports about those: - bug 60411 for toolbars - bug 67418, bug 99112, bug 135492 (and likely some others) for window size If you define your main issue, we can mark as a duplicate of one of those (duplication does attract attention to issues).
