When attempting to insert the current date in a field using CTRL-SHIFT-; nothing would happen at first.

Following some advice from reddit, I was able to get it to work by modifying the shortcut key combination several times (to F3, ctrl-shift-,, ctrl-shift-;), most of which didn't work, despite quitting from libreoffice and restarting several times.

At first, during the above iterations, I noticed that pressing the key-combination would not insert the time but would change the cell's format to HH:MM:SS AM/PM, and eventually it started inserting the time.

Throughout this process, inserting the time using the menus (Insert/Time) worked.

The next issue I'm having with this, which is also new, is that the cell's format is overwritten (i.e. if I insert the time in a cell formatted for time as "HH:MM AM/PM" the cell's format changes to "HH:MM:SS AM/PM"), which I don't want.

Now it's magically working as it's supposed to.

No idea if this is working, but given that I'm not the only one who's had this issue, it might be worth looking into it.

For these shortcut issues, it helps to know what keyboard layout your are using, and the full version info copy-pasted from Help > About LibreOffice.
There are other bug reports about those shortcuts not working for e.g. a German layout, see for example bug 82117.

Unrelated to German keyboard layouts, we already have bug 126888.
Can you please share your full version info copied from Help > About LibreOffice?
If you don't use the gtk3 VCL plugin (as should be visible in your version info), you could try to use it from the command line with:

SAL_USE_VCLPLUGIN=gtk3 soffice

...and see if you can still reproduced the issue.
