Description:
In Impress, changing the distance between a bullet and the associated text is cumbersome and not consistent with what has to be done under Writer.

In Writer :
1. Edit any list style
2. In the dialogue, 'Position' tab, set the appropriate values for the target level.

In Impress :
1. Open the Master slide
2. Right click the text line to update and choose 'Bullets and numbering'
3. In the dialogue, set the 'Width' value.
Note : This can NOT be done using the 'Outline N' styles.

The current way of settings things implies much questioning and seems overly complicated.

The Impress way is not consistent in that it should be done, IMO, using the 'Outline N' styles.

Actual Results:
Inconsistency

Expected Results:
Consistency using styles.

Regarding the Format > Bullets and Numbering dialog:
The Impress dialog seems to be a mix between the "Position" and "Customize" tabs of Writer's Bullets and Numbering dialog.
It's true that it is quite inconsistent between the two components.

Regarding the editing of styles:

The was a recent conversation on a related topic in bug 157264, showing that it is probably common to expect these "Presentation styles" to behave just like Writer List style do (in modifying them and applying them).

Currently, these Outline styles allow changing Numbering settings in the "Customize" tab for all different levels, regardless of which Outline style is being edited. So it makes sense to expect to also be able to change the "Size" and "Position" settings as well.

So I see two issues here:
A) Make the Format > Bullets and Numbering dialog consistent across components
B) Make Position and Size settings available when editing Outline styles - which I think is supposed to be covered by bug 65003.

This is in a way related to proper support of list styles in Impress/Draw, tracked in bug 152654.
And general UI improvements of the Bullets and Numbering dialog are tracked in bug 120905.

The Impress dialog was a step towards an improved UI proposed in https://design.blog.documentfoundation.org/2017/10/28/impress-lists/ done in https://gerrit.libreoffice.org/c/core/+/71944 by Gülşah. I don't know if we need an extra ticket for the next steps.
