When copying and pasting inside Calc I can only get it to paste plain text, so no formatting or formulas are copied. Using paste-special only two options are presented: Unformatted text, Use text import dialog.

This has been present for a long time through various versions, it's not a new issue.

I'm using Gnome (tried with and without gpaste) on openSUSE Tumbleweed Linux.

Paste Special (Ctrl+Shift+V) should open a dialog in which you can choose what elements will be pasted, including formats and formulas.

Can you share a screenshot of what you're seeing?

Also, what is your OS and LO version? Copy and paste the info in Help - About LibreOffice.

Sorry... I missed the information that you're using Gnome on openSuse.

Is there Gnome version of Tumbleweed of you add it? 
What if you run LO with: SAL_USE_VCLPLUGIN=kf5 sofice ?
Is your LO the one installed with Tumbleweed (lastest has 7.4.1.2) ?
Did you try reset or rename of LO user profile folder?

I set Low as this is likely not LO bug and BZ is not a proper place to report. 
This is either some glitch or OpenSuse issue.

I've tried this again with a newer version (7.5.2.1) and it still has the same behavior.

I'm running the default versions from the tumbleweed repos. When installing tumbleweed you get the option to use kde, gnome, and some others. I selected gnome when installing and I don't have a full kde installation.

I tried renaming my LO user folder (~/.config/libreoffice/4/user) and running with SAL_USE_VCLPLUGIN=kf5 but the problem persists.

Is there anything else I can do to try to troubleshoot this?

I cannot reproduce this issue on any of my computers, both in Linux and Windows.

I think this may be related to the way OpenSuse packaged LibreOffice. For instance, the screenshot you uploaded (attachment 182739 [details]) is not the Paste Special dialog we have in Calc (Ctrl + Shift + V).

Have you tried opening an issue at OpenSuse's Bugzilla?

Also, can you try on other computers using different operating systems? Maybe some other Linux distro?

This is only happening on XOrg but not on Wayland. Other QT apps seem to be affected as well.

I've also seen this, but unfortunately can't supply a screenshot. It appears to be somewhat random -- it works fine for the vast majority of copy/paste actions, but will occasionally paste only as plain text
