Previously, e.g., LO 6.3, customization of Sidebar decks resulted in unselected decks being hidden.  In 7.1, they are only greyed out.

Enhancement request is for the icons to be hidden.

Given that the default is for all decks to be available, then a user will know how and why icons for the decks disappeared. 

This is similar to the situation with toolbars, where it is possible to "hide" icons (without the icons being shown in greyed-out version). 

Reasons:  
 - Allows user to reduce clutter.  
 - Makes it easier to see only relevant sidebar icons.

(This is a different situation than dialog boxes)

The "experimental" icons  ("Mange Changes" and "Design") do not remember their "disabled" customization.
 
Ways to demonstrate.
1. Disable them, open a document, they are re-enabled.
2. Disable them, sometimes just clicking in the document will re-enable. 
   Other times scrolling up or down is enough.

One can customize the decks and, for example, hide the Gallery (hamburger menu at top right > Customization). But there is no option to hide individual elements and I don't think it makes sense (doubt many users _hide_ toolbar buttons, they rather use the customization to add/delete). => WF

Correct.  But prior to 7.1, this also resulted in the icon disappearing from the sidebar.  Now the icon remains -- greyed out.

Correct. It was not needed in the past. But the behavior has changed with 7.1
Some might call it a regression. I could not find a bug that proposed changing the behavior.

So I must be one of the few who does. Makes it easier to reduce clutter, but leave some options easily available, without having to search in the customize dialog to add them back.

Haven't seen before. There must be a reason / reference.
