Description:
German language is not listed under Tools>Language>For Selection if LibreOffice is configured to apply another language under Tools>Options>Language Settings>Default Language for Documents

Steps to Reproduce:
1.Install LibO with several dictionaries on MS Windows.
2.Change the default languages to any other than German.
3.Try to change text language to German under Tools>Language>For Selection

Actual Results:
German is not listed.

Expected Results:
German should be listed even if not default language.


Reproducible: Always


User Profile Reset: Yes


OpenGL enabled: Yes

This was already marked as "Windows problem". Just confirming that I don't see this problem in Linux.

Unable to reproduce  the issue, language listing is fine with my machine 

Initially language was set as Spanish, then changed to German by navigating to Tools-> Language -> For selection -> More

I can change the language by Tools-> language -> for selection -> More 
A Character Dialogue box will open Font -> Language -> change to German(Germany)
