I find "Deutsch (Deutschland)" under Tools > Options > Language > UI if the installation was done in German. The default "English (USA)" is not listed. Even after removing C:\Program Files\LibreOffice\program\resource\de, I get only "German (Germany)" in the dropdown (the UI is in English then, of course).

Explicitly checking "English US" during the installation solves the issue.

I believe this is not limited to installations on German Windows.  For as long as I can remember (going back to at least 6.2), simplified Chinese (zh-CN) installations only selects zh-CN and zh-TW UIs in the "Typical" option, to get English UI one has to explicitly enable it in the "Custom" option.

I've also heard occasional complaints about this in various Chinese LO support channels (chat groups, forums, etc.), but nothing too serious.  Chinese users are generally content once you tell them the way to solve this is to use "Custom" installs and choose English UI manually.

The default setting is different on Linux though AFAIK, where en-US UI is packaged with the main packages and always installed.
