Writer file demonstrating an outline tracking issue

Version: 7.0.0.3 (x64)
Build ID: 8061b3e9204bef6b321a21033174034a5e2ea88e
CPU threads: 4; OS: Windows 10.0 Build 19041; UI render: Skia/Raster; VCL: win
Locale: en-GB (en_GB); UI: en-GB
Calc: threaded

1. Open the attached Writer file. Click on "Chapter 2" in the Navigator, then click on the main body of text.

EXPECTED/ACTUAL RESULT: The "Chapter 2" heading opens in the Navigator (because outline tracking is at "default").

3. Collapse the entry, right-click on the plus sign and select "Outline tracking > OFF".
4. Save the document, then close and reopen it.
5. Click on "Chapter 2" in the Navigator, then click on the main body of text.

EXPECTED RESULT: The Navigator heading should stay closed.
ACTUAL RESULT: The heading opens. And if you right-click over the plus sign and select "Outline tracking" you can observe that it has reset to default.

This particularly galling because according to Bug 135605, comment 4, this feature should work. The issue came up after the enhancement in Bug 108766.

Sorry there was a small error in the OP instructions: 'Click on "Chapter 2"' should read 'DOUBLE CLICK on "Chapter 2"'

I didn't see your bug report until now. Patches for tracking settings persistence was done for enhancement request made in Bug 145132. Here are links to the two patches that add this:
