If the path contains %3A or any other %xx value, the app is not able to open any type of document. If you move/copy the document somewhere else, it works

Can you please give an example of that path so that we recreate the issue? 
Where did you get Viewer from?
Please test with the current from https://dev-builds.libreoffice.org/daily/master/Android-ARM@24-Bytemark-Hosting/current/

Both are equivalent, difference is in editing capabilities.
