Steps how to reproduce  with Version: 6.3.0.0.alpha0+ 
Build ID: 7f4600f6da54daaeb0d566c978a7ec60a50c9fbd; Windows 6.1:

1. Download from 
   <https://dev-builds.libreoffice.org/daily/master/Win-x86@42/2019-02-08_05.58.13/>
2. Server installation (msiexec /a)
3. Try to launch with double click on soffice.exe
   Expected: Launch
   Actual: LibO Start Center will not appear                                  😥
           Task manager shows soffice.bin and soffice.exe. 
           No significant CPU load
           Memory consumption increases very slowly. 

Additional information:
a) same problem with X64 version from <https://dev-builds.libreoffice.org/daily/master/Win-x86_64@42/2019-02-08_22.37.30/>
b) I aborted launch attempt after 5 minutes or so.

i cannot confirm this, dev-build Win-x86_64@42/2019-02-08_22.37.30 will start

Changing bootstrap.ini line to "UserInstallation=$ORIGIN/.." did a significant change: Memory consumption much faster, and after a minute or so Start Center appeared. 

Currently I am not sure for which LibO Version I used the default Dev User Profile last time. Probably 6.1 or 6.2.

yes, installed with "msiexec /a", and started with a clean user profile

More or less still REPRODUCIBLE with Server Installation of Version: 6.3.0.0.alpha0+ Build ID: 2e3b0c5d42d60d46cd9f8b8eda9424b095c63418; Windows 6.1

I modified bootstrap.ini string to "UserInstallation=$ORIGIN/..", so that newly created user profile will be used. 
in Task manager I see 0 CPU load, It took 3 Minutes or so while memory consumption increased slowly until Start Center appeared.

also later attempts to open LibO with the same problem. Memory consumption sucks at 108 kB for 2 Minutes or so, then slowly increases. At 40 MB or so start center appears in the overview of running Programs I reach with <alt+tab>, and after few more time I can access Start Center that way. But LibO is unusable, any click int the Start Center to open new file or existing needs 1/2 Minute or so until there will be a reaction.

Now after a PC reboot 6.3.0.0.alpha0+ launches without problems, does not matter whether I use the newly created ser profile of the normal one from 6.0.
