Description:
Navigation dialog allows to quickly jump between sections of document. But LibreOffice 6.1.0rc1 refuses to show multiple levels of headers. This is regression compared to LibreOffice 6.0 versions.

Steps to Reproduce:
1. Open LibreOffice Writer 6.1.0rc1
2. Press F5 to open Navigation dialog
3. Create several headers with with different levels (e.g. from 1 to 3)
4. Make sure that Navigation dialog is configured to show more than one level of headers

Actual Results:
Only headers of first level are shown (i.e. "Header 1" („Antraštė 1“) style). 

Expected Results:
Multiple levels of headers are shown.


Reproducible: Always


User Profile Reset: No


OpenGL enabled: Yes

I can reproduce this bug in LibreOffice Writer 6.1.0 RC2 version too

To be certain the reported issue is not
related to corruption in the user profile, could you please reset your
Libreoffice profile ( https://wiki.documentfoundation.org/UserProfile ) and
re-test?

I have set the bug's status to 'NEEDINFO'. Please change it back to
'UNCONFIRMED' if the issue is still present

Profile reset helped. I hope users updating their LibreOffice from earlier versions (6.0) to 6.1 will not have to reset their profiles just because of this bug.

No, I don't think so, this only happens with rare cases related to corrupted profiles...

Now tested with using LibreOffice 6.0 configuration, thus allowing it to be used in 6.1. Seems to work correctly.
