The second piece of information 05800175 is considered as a number, so "0" is automatically removed. If you don't want this removing, you must import your file by indicating to LO that second column is "Text" instead of "Standard" (it's in one of next screens of the dialog you attached as image).
Is it possible to turn off automatic detection of columns?
I don't think so but don't know really.
