Description:
If I open file in notepad++ I can find xmr-05800175;05800175;
If I open file in LibraOffice I see xmr-05800175	5800175
It deleted "0" before 5800175.

Steps to Reproduce:
1. Open file for testing - https://cloud.mail.ru/public/5pmo/tLKyYB6ZE
. settings for opening file - http://prntscr.com/eejleb
windows-1251, Russian, ";" ,  text separator - empty
2. Find xmr-05800175;05800175;
3. After you'll see xmr-05800175 and you will not find 05800175, only 5800175, but if you'll try to open it in notepad++ everything is ok!

Actual Results:  
deleted 0 in lots of cells

Expected Results:
do not delete 0 in a cell, open file as is.

The second piece of information 05800175 is considered as a number, so "0" is automatically removed.
If you don't want this removing, you must import your file by indicating to LO that second column is "Text" instead of "Standard" (it's in one of next screens of the dialog you attached as image).

Is it possible to turn off automatic detection of columns?
