The real size of screen elements depend on screen resolution and pixel density. In Windows you usually set the resolution, but don't do much with pixel density, therefore sizes aren't accurate. For example my monitor has 1920x1200 resolution, and it has 87 pixels/inch. Windows default is 96 DPI (and I can't find a way to set it smaller, I can only make it larger), so the cm scaling on my ruler is slightly larger than 1 cm. Please adjust scaling in Windows to match your screen's, and test again. I'm setting this as NOTABUG. If you still think something is off, return status to UNCONFIRMED with further explanation.
