It seems to be because the direct formatting of the line, paragraph line spacing is 1.5. Maybe unrelated, but different zoom levels show a boldening effect on some lines (it varies). I tried reproducing from scratch, did several lines and made them have 1.5 line spacing. A docx save made all the lines disappear except the last one. So it is not particularly related to DOC/DOCX, although it does show an interoperability problem. All of the lines are 1.5 spaced. Every other line is set to show top/bottom borders. The borders in LO follow the character top/bottom, not the spacing top/bottom. Apparently Word does things the other way.
