1. Open file in Draw, make sure sidebar is visible and switched to 'Properties' tab

2. Select one of the object

3. Go to Tools -> Options -> LibreOffice Draw -> General. 

4. Change unit of measurement (e.g. from inches to centimeters) ... or change the drawing scale, confirm change w/ OK

5. See sidebar properties tab reset to the state where this funny text 'Properties for the task that you are performing are not available ...' is visible, i.e. as if no object was selected

One needs to re-select the object to make its properties appear again

If you want to do more to help you can test to see if your issue is a REGRESSION. To do so:
1. Download and install oldest version of LibreOffice (usually 3.3 unless your bug pertains to a feature added after 3.3) from https://downloadarchive.documentfoundation.org/libreoffice/old/

2. Test your bug
3. Leave a comment with your results.
4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
4b. If the bug was not present in 3.3 - add 'regression' to keyword
