This is not a major bug - major implies data loss, crashes etc... at worst this slows down work a bit which is a minor bug. But I'm trying to find someone with a non US locale to see if they can confirm So I just did everything that you suggested and I get A4 by default. The only thing I can think is that your global system locale is not correctly set to English - UK or your libreoffice profile is screwed up somehow.
