The light blue box around the active elements is #d4d4ee, the toolbar background behind it is a gradient from #f3f3f3 to #d2d2d2, so the relative difference in luminance is 9.19% and -5.08% respectively (and 0% in the middle). I think that is not enough for a one pixel wide outline. It should be much more apparent, and visible at a glance (at least 30%).

BTW if I use the bucket fill tool in gimp on the outline (default color threshold is 15%) it also paints on the rest of the toolbar background horizontally. The gradient on the toolbar background has more luminance change (15.7%) than the outline that should strike out from that background.

I can not reproduce this on Fedora and Windows 7

Please, tell exact version of OS and desktop and Video card and driver

I suppose that used LO version 3.5.4 or more new

I use the following:
LibreOffice 3.5.3.2 
Build ID: 350m1(Build:2)

OS: Debian Sid
Video: AMD Radeon HD6850, driver: xserver-xorg-video-radeon 6.14.4-4

BTW what are the colors on Fedora and Win7?

It still looks exactly the same with LO 5.1.1.1, current Debian Sid, KDE 5.
