Description:
The first undo spends time in SvtBroadcaster::Normalize (making the first undo slow)

Steps to Reproduce:
1. Open the attached file
2. Sheet 8 
3. Insert a row somewhere
4. CTRL+Z -> Take the time
5. Repeat 3/4 -> Take notice time taken

Not able to asses if this is useful or not. Except that it's slower (but a lot better since a recent commit)


Actual Results:
20 seconds the first time. 8 Seconds as follow up


Expected Results:
8 seconds (or less).. as the 8 seconds didn't exist in 4.2 (has a separate ticked)

I can repro an extreme delay with 6.4, but not with a fresh master build. Please re-test.
