Right now, the template manager shows empty folders as well as folders within folders, and it shows the same ones for every template category. This can make it very easy to get lost in the template hierarchy.

It would be much nicer if the template manager was restricted to a single folder hierarchy and showed only folders that contained templates, akin to the iCloud file system [1] and as outlined by the original design [2].

I should also note that there should be no folders by default, for faster access to templates, which right now are in a single folder anyway.

My point was that it allows folders within folders.
Given the simple nature of templates, a two-level hierarchy would be best. (Read http://ia.net/blog/mountain-lions-new-file-system/)
