Locale date and time are set to ISO8601, yet on this menu "Last checked:" date and time show in the completely dysfuctional mm/dd/yy, hh:mm:ss AM format.

Date and time comes up in the form that corresponds to UI language of LibreOffice. Where did you set locale date and time to ISO8601?

The UI language is set on the control panel. I run W7-64 Pro, version is UK, but date format is set to ISO85601, yyyy-mm-dd, and time format is 24-hour with leading zero on the hours.

Every other piece of software on my PC displays dates in the correct format.
