Problem description: 
rows are selected instead of being moved (when dragging with mouse), tried all the combinations: 
* cmd + mouse
* option + mouse
* shift + mouse
* mouse only

Current behavior:
can't move rows / columns

Expected behavior:
can move rows / columns

              
Operating System: Mac OS X
Version: 4.0.0.3 release

Note: works as expected in Windows (XP-32) version: 
1- klick on row/column header (marks whole row/column)
2- drag row/col by klicking into the marked area, move it while mousekey pressed, and release it at desired destination

I am pretty sure that this one is a DUP of "Bug 58440 - EDITING: moving columns/rows with <alt+drag&drop> overwrites instead of ousting"

Please feel free to reopen this Bug if you find evidence that we have an independent issue here  (for example because the fix for the other bug does not work for you, your problem started with a different version, ...).

@Rainer Bielefeld: My issue is on a different platform, and the rows are selected all the way while moving mouse along the drag-n-drop route (comparing to the screenshot of that bug attached). Reopening.

PS: was not precise about the platform, the screenshot looked as Windows to me. Still looks like a different issue to me (and with a different OpenOffice version). I can clarify on any request.

Your "different Platform" needs some explication :-/

I am pretty sure that your bug is the expected DUP, you only do not see.

Unfortunately important information is missing. "I can't" means "user dow not know how to", so please contribute a comprehensible instruction ho your problem can be reproduced.
May be hints on <http://wiki.documentfoundation.org/BugReport> will help you to find out what information will be useful to reproduce your problem? 
Please add all information requested in following:
- Write a meaningful Summary describing exactly what the problem is
- Attach a sample document (not only screenshot) or refer to an existing 
  sample document in an other Bug with a link; to attach a file to this 
  bug report, just click on "Add an attachment" right on this page; that might
  ease step by step instruction.
- Attach screenshots with comments if you believe that that might explain the 
  problem better than a text comment. Best way is to insert your screenshots
  into a DRAW document and to add comments that explain what you want to show

- Contribute a document related step by step instruction containing every
