It's not possible setup picture as page background (like watermark for whole A4 page including header and footer). 

When I setup background picture in Format | Page - Bacground - Graphic, the picture fits to area where cells are only.. Half page for example..

I expect it can work like in Writer..

I tested LibO 4.1.5 on XP/SP3.

Inserting via Format > Page > Background .... Considering that the image is only visible in a print out if cells are not formatted otherwise ( had a completely empty spreadsheet). I created a pdf-File (not pdf-export but using a pdf-printer) and got only a white pdf-file.

another example

In the attached file, cell A1 and B6 contains values, all other cells are blank.

The image page background only fits to the area A1:B6.

There should be an option for the user to choose whether the image should fit to the full page, or just the content area.
