Dear Becke, I can confirmed the behaviour on Linux Mint with 3.3.0 and 4.3.1. This bug is related to bug 80931. The spacing is transferred from the image to the frame. Not sure this is a bug because it assumes that you want to have spacing between the image and the text. Adding a caption which will now move the spacing to between the frame and text.
