So it is, and that is no error. The equivalent to the sheet in Calc is not the layer but the slide. Calc has more than one layer for a sheet too, but there exists no UI to show these layers, same in Writer or Impress. Only Draw has a UI to let you manipulate the layers directly. Nevertheless it is a valid request, to change the UI, to show the layers in an order the user wants. I change the issue type accordingly Would be nice to integrate the layer into the navigator. On Hackfest Hamburg, April 2018, we have decided to start a project for improving handling of layers and internal structure.
