Here the rtf file is created by Microsoft word 2007. 
If I have opened that documents in the Libre office Writer The table border disappears of all cells. It Displays only the values present in the table.

this is working since LO 3.5.0

please don't file table border bugs against 3.4 any more,
there were many serious ones in 3.4 and most have been fixed.
please try if it works in a later release first.

Michael Stahl is right: this bug is fixed for a long time, since LibreOffice 3.5.0. You should consider to upgrade your LibreOffice installation either to 3.5.7, available from
   http://www.libreoffice.org/download/?nodetect
or even better to 3.6.3, available from
   http://www.libreoffice.org/download/
