- open new writer document
- move the mouse pointer to the header area; the header separator will show
- close the file
- open spreadsheet 
- first move mouse bit left and right, may click
- now move cursor with arrows
  mouse pointer is still in the header area
- file > new > textdocument
  >  header separator line is showed

This also happens when I ad random open documents and the mouse pointer happens to be in the area where a header/footer is (or is possible)

I though that the mouse pointer only would trigger the separator when it was actively moved.

This problem has been reported several times already, e.g. bug 46141
