Description:
wont rotate to the proper orientation and the format option is not active to do so

wont enable rotation

Please attach a sample file, and paste the information in Menu/Help/About LibreOffice, there is an icon to copy.

Also 7.2.6 is quite old, please give a try to LO 7.6.4 + apply https://wiki.documentfoundation.org/QA/FirstSteps#Corrupted_user_profile

Sounds like it could be the same as bug 106831 (or one of the many related Envelope bugs in meta bug 110434).
