Step to reproduce:
In a base document
1. use menu: View>Forms
2. use menu: Insert>Folder...
3. in the dialog window 'Insert as': Activate 'Help'

actual behavior
. Browser open on https://help.libreoffice.org/7.5/en-GB/text/shared/05/err_html.html?System=WIN&DbPAR=BASE&HID=dbaccess/ui/savedialog/dialog-action_area1
. content of the page states: 
.. Could not find Help page (404)
.. Help ID: dbaccess/ui/savedialog/dialog-action_area1

expected behavior
. Browser opens on usefull help page

Confirmed, at least since:

Version: 7.1.0.3 / LibreOffice Community
Build ID: f6099ecf3d29644b5008cc8f48f42f4a40986e4c
CPU threads: 8; OS: Linux 5.15; UI render: default; VCL: gtk3
Locale: en-AU (en_AU.UTF-8); UI: en-US
Calc: threaded

But I get a different Help ID: dbaccess/ui/savedialog/grid1

Still current in recent master build.
Also applies to creating folder in the Reports view.

In 7.0, would lead to the default text/sdatabase/main.html
