Description:
I am using LibreOffice on EndeavourOS Linux with an Xfce desktop. When selecting Tools->Options->Personalization, and then selecting a theme, the theme color is allowed to override the window's menubar background. But the menubar text and background colors are set by the desktop style setting. This override often makes the menubar illegible. Expected behavior is to limit the theme to impacting only window content beneath the menubar.
For example: any desktop style using a dark menubar background, like Simply Circles Blue Light, cannot work with the LibreOffice Sand theme.

Steps to Reproduce:
1. Open LibreOffice
2. Select Tools->Options->Personalization, and pick any theme
3. Hit Apply
The color of the theme has been applied to the menubar background.

Actual Results:
The color of the theme has been applied to the menubar background.

Expected Results:
The theme should change the app's GUI background color without impacting the window's menubar background color.

Don't use the legacy Mozilla styled themes. We know they're broken bug 125217
