Check style's properties, tab Font
  -> size is 18 pts
This is a change from the known situation (since Muthusalem) that the font size of the styles Header1, Header2 is defined as a percentage of style 'Heading'

I agree, that this should be considered as a bug, bug let's also check by design-team

Would prefer a solution with a more prominent unit conversion as discussed in bug 72662 (see also bug 122562).
