Description:
Footnotes and endnote settings doesn't allow to select a custom style

Steps to Reproduce:
1. Open Writer
2. Sidebar -> Styles deck -> paragraph style
3. Create a custom style by right clicking Footnote -> New Style (pick a name a press OK
4. Tools -> Footnotes and endnotes
5. Select the drop down Paragraph Style and search for the custom style

The style lists in the "Settings footnote and endnote" dialog seems just hardcoded

And I agree with Telesto we should see own styles in the style lists in the "Settings footnote and endnote" dialog

So, I set it to NEW but added UX-team also for some discussion

Use the category "Special Styles" to make it appear in the F&E dialog (at the Organizer tab of the PS dialog). 

A note in the documentation makes sense.
