I have a PPTX that has been saved from PowerPoint 2010.
It should come with two master slides as described in the screenshot attached.

On libreoffice 7.2 it doesn't provide any master slide.

These are not master slides, but custom layouts, which are not used on any slides.

Creating custom layouts is not supported in Impress (UI-wise), so it's not surprising these are not imported.

With patches from bug 155512 this is improved so let us call this one resolved.
Attached sample here shows all 12 master slide pages.
What is not resolved is the order that is different from MSO. Also, there is no parent-child relationship. It all may be bug 62332.
With very complex sample like that from bug 155512, not all master slides may be imported. But that may be discussed there.

Opening of MSO saved PPT is different than PPTX as it keeps master slide order, but looses masyer slide content.
Another issue that needs a separate ticket: saving of PPTX is NOK, it opens more master slides in MSO.
