I don't support this. I understand the usecase, but AFAIK Layout should be consistent. If the rule is "Heading of level x starts on a new page" this should be the case with every heading of that level. BTW: Are you sure, that page break with headings 1-5 is not a customized style? You can have several paragraph styles with the same outline level. You cannot use the default chapter numbering list for this, but need to maintain your own chapter numbering.
